Q: Is it legal for a car to go into the shoulder on San Tomas Expressway? If so, under which circumstances?

It is not legal for vehicles to drive on the shoulder of San Tomas Expressway.

The shoulder may be used for emergency parking temporarily should a vehicle break down or become disabled.
