City Takes Steps Toward Two Major Projects

Campbell may see a big new city hall complex and new complexes around Dell Avenue, as the city council voted to start studying both proposals Tuesday night.

The city hall area, including the library, has been talked about for an upgrade, although no formal plans or financing have been submitted. Although the library is the most popular in the county and is run by the county, the building is owned by the city.  Both are 40 years old and due for renovation, say council members.

The council voted to ask for proposals (formally called an RFP, Request for Proposals) from designers for the city hall area. The vote was unanimous.

The council also voted to put two members on the Dell Avenue Advisory Committee, a 10-member panel that will look into what to do with the city's only industrial park.

Dell Avenue once housed tech companies such as IBM.

The Dell Avenue area occupies roughly 87 acres and is developed with approximately 1.4 million square feet of building area. The buildings are one and two stories, much of which is outmoded.  The Planning Division prepared a preliminary survey that listed 42 property owners spread over 48 parcels. Within these parcels, there are 52 individual buildings in the amount of 1,379,195 square feet according to the county assessor.

A city plan for the area suggests it needs improvements to attract businesses, such as:
• Land uses that support businesses, such as eating establishments.
• Street improvements and on-street parking.
• Pedestrian connections throughout the area and to the adjacent creek park.
 • Access to a planned light rail stop at the Hacienda Avenue and Winchester Boulevard intersection.
