There is no indication the car was traveling at excessive speed, according to Campbell Police Capt. Charley Adams.

The driver remained at the scene and Adams said he has been "very cooperative" with the investigation. He submitted to a voluntary substance test and police do not believe drugs or alcohol were a factor in the collision.

Officers responded to a report of a traffic collision between a cyclist and a car, Adams said. Upon arrival, officers found Shaffer in the center of Campbell Avenue.

"Emergency personnel attempted to revive (him) but were unsuccessful," Adams said. "He was pronounced dead at the scene."

The car is still being processed and witness accounts are being vetted, police said.

Anyone with information on the accident is asked to contact Campbell Police Sgt. Richard Shipman at 408-866-2710.
