Q:  Are police reports public records - can anyone get a copy of any police report? If yes, is this done online?

Police Reports are not necessarily public records available to anyone.

Victims of crimes or their designated representative (attorney) are entitled to a copy of their report so long as it's release would not jeopardize the investigation.

Defendants/suspects must request copies through the District Attorney's Office. 

In Civil cases, someone wishing a copy of a police report must go through the subpoena process in order to obtain a copy of a report.
