The address touched upon many areas of city government, including budgets, personnel and services.

Campbell Mayor Mike Kotowski named the following four areas that are considered "core services" for Campbell:  

• Public Safety
• Parks and Recreation
• Streets and Local Infrastructure
• Land Use and Planning
