Cigarette Butts — The Last Legal Litter?

I can't understand how our modern society tolerates cigarette butt litter. We as a society have cleaned up our act so well in most areas: We throw trash away, pick up after our dogs, paint over graffiti quickly — yet we tolerate or condone throwing cigarette butts on the ground.

I like to imagine standing around outside with a group of people, and finishing, let's say, a cup of Starbucks, then simply throwing down the cup. I don't think that would be well received — yet practically the same action with a cigarette, and almost nobody would bat an eye!

I want a deposit on cigarette butts — 25¢ apiece. That should make a big dent in the problem!
