Construction Along Winchester Frustrates Residents

Sidewalk closures make an already busy construction site intolerable for nearby residents.

 

No one likes construction.

On Winchester Boulevard and Rincon Drive, there are three construction projects underway and the closure of the sidewalks on West Rincon Avenue had one resident saying enough is enough.

"Construction on West Rincon Avenue is absolutely horrible," Jill Arroyo says. "The construction company closes down both sides of the sidewalk daily (not sure if that's even legal). It is very unsafe for pedestrians.

"Does anyone know if closing down both sidewalks simultaneously during construction is allowed?" she asked on the Campbell Patch Facebook Page April 3. "There is no place for me to walk when I need to walk towards Winchester-- especially today because they shut down the entire street. I'm fed up with the complete disregard of residents."

The three construction projects taking place include the Merrill Gardens Senior Housing project, the Winchester Boulevard Improvement Project Phase 2 and the Winchester Boulevard Underground Utility District project.

"I know PG&E was working on that corner putting in ramps," says Campbell Public Works Engineer Michelle Quinny. "But both sides should not be closed at both times. If it is, that’s not normal. We require to have pedestrian access either through or around the site." 

Quinny told Campbell Patch that she would be following up with construction crews in the area to make sure sidewalk access for residents was available.
