Activity at the at Campbell City Hall has stalled but not stopped altogether.
"We ran into a design problem," says Jim Free, Campbell Veterans Memorial Foundation past president.
After excavation began at the project site, utility lines running underneath a portion of the future memorial were found.

The project will have to move the planned flagpoles over about 24 inches, Furtado says.
Once the construction begins again, the foundation says that completion of Phase 1 is tentatively scheduled for May 28. With that, the project will be about a third of the way completed.
